Recipients will not report on the employment impact of material suppliers, so in the case described, the actual purchase of the HVAC units would have no Full Time Equivalent (FTE) associated with it. However, any hours paid for the installation of these HVAC systems using Recovery Act funding would be counted towards jobs created/retained. In addition, any Recovery Act funding used to pay for administrative or other staff of the program would be counted towards jobs created/retained. Guidance for calculating direct job impacts is included in OMB Memoranda 10-08 (pdf).
