How are the local government bodies in Bangladesh functioning at present?
There are three types of local government system in Bangladesh one for rural, one for urban and one for special areas such as the Chittagong Hill Tracts. The local government bodies in the urban areas are functioning better than those in rural areas. The law for municipalities does enable them to function effective whereas the upazila parishad law is full of flaws and restrictions. Even the union parishads are better than the present-day upazila parishads revived by the government of the Awami League last year. The upazila parishad that effectively functioned in 1980s is now facing problems due to flawed legal framework. The Awami League government in its previous tenure promulgated the zilla parishad law in 2000 which is yet to be enforced. The government is allocating funds against district councils every year although there are no such councils in existence. The local government system in the CHT is more chaotic.
