How are the central government, state governments, and IL&FS working together to implement the scheme?
The CSC scheme was conceived at a national level but is being implemented at the state level in a PPP format. The role of each stakeholder is well defined in the guidelines and the selection documents released by a state for its SCA selection. Only those SCAs that can bring the requisite financial, managerial, and technical resources get selected. SCAs are also being encouraged to partner with local civil society organizations to supplement the understanding of local issues. As a part of NLSA, we supplement the efforts of these agencies. We basically try to help reduce the learning curve for each state or SCA through studies, pilots, and interactions with leading service providers, technology vendors, etc. Final decisions, however, are left to the state and the SCA.
