The primary factor to be considered in determining the allocation of funds for any Title I-C project will be the number of students to be served thorough a quality education program. Priority must be given to those considered most-in-need i.e., those who are failing, or most at risk of failing, to meet the state’s content and performance standards; and those whose education has been interrupted during the regular school year.
