How are service contract effective dates determined?
A service contract must be filed with the Commission on or before cargo may move under it. The specific beginning and ending dates must be specified in the service contract. The effective date starts at 12:01 a.m. eastern standard time on the beginning of the effective date, which cannot take place until the service contract is filed. This rule also applies to effective dates of amendments to service contracts. 46 C.F.R. ยง 530.3(i).
