How are sending and receiving areas decided and by whom?
The consulting company will be working with a “stakeholder committee” appointed by the county commission to develop the TDR ordinance. The last committee, appointed to develop the recreation element, consisted of representatives of government agencies (e.g., U.S. Forest Service, DWR), planning commissioners, resort owners, recreation interest groups and Ogden Valley residents. The process will most certainly involve several public meetings to gather input from the general public. Once the stakeholders and the consulting company develop the ordinance, it will be presented to the Ogden Valley Planning Commission (another public forum) and ultimately to the county commission (in another public forum) for adoption.
