Wireless service revenues are treated differently depending on whether the service is (1) provided by an RCC that is not participating in the OUS program, (2) provided by an RCC that is participating in the OUS program, or (3) provided by a TSP. The option of RCCs to participate in the OUS program is set forth in ORS 759.425(7). 1. RCCs that do not participate in the OUS program are considered end-users.
