How are Qualified Scheduling Entities (QSEs) going to receive the emergency base points during Market Trials testing?
Qualified Scheduling Entities (QSEs) will receive the emergency base points through Inter-Control Center Communications Protocol (ICCP). In the case in which an emergency base point is sent, the value will take the place of the Security Constrained Economic Dispatch (SCED) base point and a flag will also be sent indicating the value is an emergency base point value as opposed to one created by SCED.
