I-BPAs are preseason agreements and can either be competitive or non-competitive. I-BPAs are awarded using the SF 1449 and an Office of Management and Budget (OMB) http://www.omb.gov form, and must comply with the commercial item procedures of the Federal Acquisition Regulations (FAR).
