The only allocated Congestion Revenue Rights (CRRs) are pre-assigned CRRs to Non-Opt-In Entities (NOIEs) in accordance with Section 7.4 and Flowgate Rights (FGRs) in accordance with Section 7.7.3. of the Protocols. For the first six monthly CRR auctions, NOIEs will be allocated Pre-assigned Congestion Revenue Rights (PCRRs) in the following manner: NOIEs will submit their “entitlements” for PCRRs based upon their owning or having long-term (greater than five years) contractual commitments that were entered into before 09/01/1999 for annual capacity and energy from specific generation resources. Until the first annual CRR auction, NOIEs must nominate PCRRs for the month before each monthly auction. Nominations must be received at ERCOT at least 15 business days prior to the commencement of the monthly auction for the one-month term which the CRRs being auctioned are effective.
