How are PPP and PFI projects affected by the introduction of POSMS and POEMS?
PPP and PFI contractors must show how they meet all of MOD’s safety and environmental performance requirements. Project procedures must include vetting processes for contractor programme – the ASEMS should provide a guide as to the information that the contractor can be expected to produce to enable the procedures to be complied with. The system procedures (or equivalent) may be implemented by the IPT, or by the PPP/PFI contractor on behalf of the IPT.
