Internally, all non-high grade (GG-07 through GG-13) positions within the MICECP are non-competitive. This simply means the MICECP can promote individuals within authorized MICECP positions up to the grade of GS-13 without announcing the vacancy for competition. All vacant positions in the MICECP are advertised using DCIPS rules, covering private sector as well as U.S. Government employment databases and networks.
