I’d never heard if polymethacrylate tattoos before, but I found the following article: http://www.patentstorm.us/patents/6013122/description.html After scanning through it, I believe they are designed to be more easily removable than traditional ink tattoos. Traditional tattoo inks are large particles which aren’t easily dispersed once injected into the dermis. In polymethacrylate tattoos, a small particle ink is held in a polymethacrylate “shell” that prevents the smaller ink particle from dispersing or bleeding. If someone wants to remove their tattoo later, they expose the tattoo to light at a specific wavelength to break up the polymethacrylate shell and release the ink. The small ink particle can then disperse, and thus the tattoo disappears without scarring. That’s what I got out of it, anyhow.
