• Answer: All appeal and review meetings will be held in public. There are three means of conducting an appeal. The method will be decided by the Reporter: Written Statements – most appeals (90%) are dealt with by this means. Each party submits a written statement outlining their case. You will then be allowed to comment on the Councils submission. The Reporter then makes the decision based on this written evidence. A Hearing following the submission of written statements, a hearing would consist of a structured but informal discussion with all concerned parties, chaired by the Reporter. The Reporter would have the chance to ask questions of the parties. The parties would not be expected to cross-examine each other. A Public Inquiry these are generally reserved for only the most complex cases.
