How are number of electoral votes per state determined?
In other words, because the number of Congressmen sent to the House of Representatives is based on state population, so is the number of votes. So, heavier populated states such as California, New York, Florida and Texas get more votes than lighter populated states such as Washington and Georgia, with the lightest populated states such as Alaska and Deleware receiving as few as 3 votes. The District of Columbia also receives 3 votes.
