I think you are asking how mountains on the Moon are formed, and as far as I know they are formed by impacts from asteroids and other objects. I’m not sure you would call them mountains, though. The Moon has no plate tectonics as far as NASA can tell so its probably safer to call the bumpy parts of the Moon craters instead of mountains.
