How are IGERT preliminary and full proposals reviewed, and is it different for each stage?

IGERT preliminary and full proposals are reviewed in the same way as other NSF grants, by a panel, in accordance with the review criteria discussed in the program solicitation. At both stages applicants get panel summaries and reviews.
