Goals are calculated by comparing the work areas listed in the architect’s or engineer’s cost estimates for the project with the goods and services provided by the current pool of certified targeted businesses. The initial goal is equivalent to the total dollar volume (percentage) of subcontracting opportunities that can be performed by certified targeted businesses in comparison to the total project cost. To establish the final goal for the project, this figure is then adjusted up or down based on remarks from the architect and/or engineer regarding the structure of the project and past contractor performance.
