The FHWA Traffic Noise Model (TNM) uses all the inputs described above to generate a 3-D model that can predict noise levels during the worst noise hour of the day. Based on the noise levels predicted both with and without the proposed project, the model identifies where impacts occur and mitigation should be considered.
