Each draft evaluation report is reviewed by peers in OED. The revised draft is then circulated to other departments in ADB as well as the Government and executing agency for comments. Increasingly, OED is using external peer reviewers. Neither internal nor external peer review comments are currently made public but external peer review comments will be made public as the practice of seeking these becomes more firmly established. The final report, which incorporates the comments received, is approved by the Director General. At this stage, it is publicly disclosed via OED’s web site. The report is circulated simultaneously to the Board of Directors and Management. ADB’s Management has 3 weeks to give a formal response to the evaluation report and its response is made public. The Development Effectiveness Committee meets to consider most of OED’s broader studies. The Chairperson’s summary is also publicly disclosed.
