How are English Language Learners identified for Special Education?
Section 7 Prior to any formal referral, the teacher or team of teachers initiating this process should complete the Pre-Referral Process for LEP Students (Appendix VII-5). This Pre-Referral process generally includes an assessment of the student’s English and First Language using the Woodcock Muñoz Language Survey or the Bilingual Verbal Assessment Tool.
