How are Educational Gains determined?
A5. During or near intake, a learners educational functioning level is determined with the functional level descriptors by a pre-test, using the TABE for ABE/ASE learners and the BEST Literacy, BEST Plus, and CELSA for ESL learners. After receiving instruction, the learner is again assessed at a time set according to state policy to determine educational functioning level. If according to a post-test the student is at a higher level, the student is reported as having advanced an educational functioning level.
