OMB has issued guidance in the OMB Circular A-76 delineating the criteria to be used in determining whether a function is inherently governmental. DOI used these criteria to develop its own guidelines to assist the bureaus’ FAIR Act inventory points of contact in making their determinations regarding inherently governmental functions. Inventories are reviewed by the Departmental Competitive Review Team and Procurement and Acquisition Management to ensure consistent designation of functions across the Department.
