How are decisions made about the proportion of the housing capital budget to be spent on the HRA?
Currently the resources available to the housing capital programme are compared to the projected costs of the programme (for both public and private sector schemes). The Councils cabinet then approves the content of the programme, prioritising accordingly. However the Council is keen to improve this process and has already begun to bring added coherence to the planning of housing capital expenditure.
