How are common areas in townhouse and condominium complexes treated when calculating the fee?
If the ownership of the common area is listed in the County Assessor database records as being a homeowner association, then the homeowner association is billed for that area. If the ownership of the common area is split between the units of the complex, then the impervious surface of the complex is also split between the units of the complex. In these cases, the impervious surface on the invoice will show the parcel owner’s share of the entire complex, while the parcel area on the invoice will show the area of the entire complex. The ratio shown on the invoice is calculated using the entire complex.
