10 meter wind is computed using the Eta Model’s first atmospheric layer wind (which is defined at the mid-point of the first layer) and the momentum flux between the ground (skin) and that mid-point. The assumption that the flux is constant across this interval allows us to solve for a wind anywhere in the interval and we solve for a wind at anemometer level or 10 meters (above MODEL terrain).
