homeowner associations are a pain, aren’t they?  If they are selectively choosing who to make requirements of, you need to take pictures of all the broken concrete curbs in the area and get a petition or something from your neighbors stating that none of them have been written up. 

Be sure to include their own indiscretions as well because unless I’m mistaken you pay dues to these HOA people to keep things in order too.

The curb is not your responsibility, as far as I know.  The curb is the city’s responsibility.  You are not even allowed to do anything to it without a permit, therefore it must be their problem.  Take your photos to your city hall and request that these repairs be made and ensure that you also include the name of your HOA and contact information as well as the threatening letters from them to you.

The best way to fight this kind of power-hungry non-law entity is with the same fire that they are trying to use on you.  They do have power and control based on the charter of your neighborhood, but they are not the law and they are not the city.  

You could always take them to court, since you have a little time on your hands.  Harassment is not legal, is it?
