There are many roads to choose from at http://www.geocities.com/Colosseum/Dome/… but the highest road in Europe in in Spain over the Sierra Nevada mountains near Granada. You cannot drive a motorised vehicle over the road now but you can walk or cycle and you can get up to the ski resort by bus from Granada. I have driven up to the barrier which is about 3000 metres altitude and walked up from there towards the peak. You certainly know you are at high altitude when you do any sort of exercise and it is a fantastic view too. You can fly into Granada with Ryanair from the UK.
