How much space it takes up (the volume) is what changes as a result of the change in the manipulated variable, and is called the responding variable because it responds to those changes in the first variable. Now, in the case of water, when you cool it down enough, it freezes. When it freezes, it expands, so it takes up more space. When you decrease the manipulated variable (the temperature of water) enough for it to freeze, you increase the the responding variable (the volume of water).
