HELP! is it a burn, boil, blister, or bug/spider bite?

The picture looks like a boil. Search on Yahoo or Google for pictures of boils. You can get a skin abscess (or boil) almost anywhere on your skin. Typically, they start in a hair follicle. If you use a warm, wet cloth on the affected area, the abscess may open and drain spontaneously. If you are uncomfortable opening it yourself, see your doctor to have it lanced and drained. While it is draining, put an absorbent bandage over the area that is draining.
