No. The purpose of the scheme is to provide incentives for building users to make savings in electricity. It has not been designed to measure the precise number of kWh’s used by each Department. This is not important to the scheme as the incentives or penalties to be applied will be based on the change in usage over time. So a Department with office or storage accommodation in a building where other Departments have highly serviced laboratories will not be ‘subsidising’ those Departments, they will simply have a higher baseline than if the building contained only lightly serviced offices. Using the RAM weighted areas would therefore add unnecessary complexity to the process of allocating usage to Departments and would make the scheme more difficult to operate.
