Agencies have the delegation to approve fixed term engagements, provided, among other things, that the vacancies have been advertised in the Gazette and in the press. The ‘officer preference’ clause is in the Public Service Act 1922 (s-sec 82AD(2))and is therefore not able to be changed by administrative reform.
