The new section, 49 CFR 192.328, prescribes additional construction requirements, including rigorous quality control (QC) and inspections, as conditions for operation of the steel pipeline at higher stress levels. Unlike other construction standards, 192.328 applies to a new or existing pipeline only to the extent that an operator elects to operate at a higher alternative MAOP than allowed in previous regulations.
