A person can only have one haste and one quick action at their disposal. Any extra are lost. Do not forget that Haste and Quick are statuses, and you either have or do not have a status, you can’t have a status twice. As for specials that soak up your extra haste/quick attacks: If you have extra actions that are being lost to use a special that would work just as well without the extra actions (Like repeating fist), add 30% effectiveness for each lost action.
