Has there been any change to the dose limit for members of the public who visit hospitalized individuals that cannot be released under §35.75?

Yes. While the dose limit for routine visitations remains at the dose limit for individual members of the public in §20.1301 of 100 mrem (1 mSv) per year, a licensee may permit visitors to an individual that cannot be released under §35.75 to receive up to 500 mrem (5 mSv) in a year if the authorized user involved in the patient’s treatment(s) has determined before the visit(s) that the increased dose limit is appropriate. Refer to “Supplementary Information,” Section III, “Summary of Public Comments and Responses to Comments” for §20.1301, as published in the Federal Register on April 24, 2002.
