Has the Uruguay Round resulted in any harmonized rules of origin applicable in all member countries?
The Uruguay Round has not actually resulted in harmonized rules of origin. The WTO agreement aims at the harmonization of these rules on non-preferential trade and has established a work programme which is based on a set of principles, including making rules of origin more objective, understandable and predictable. The harmonization work is carried out jointly by the WTO and the World Customs Organization (WCO) in Brussels. It was scheduled to be completed in July 1998, but due to the complexity of the issues, the deadline had to be extended to November 1999 (although substantial progress had been made). Pending the completion of the work mentioned above, the WTO Agreement on Rules of Origin has for the first time introduced certain disciplines for all WTO members to follow.
