The state issued an RFP for a contractor to review the proposed implementation of the broadband network last fall (1993). Deloitte & Touche was awarded the bid late in the fall. The firm has been monitoring the Special Assembly filings of the telephone companies. Deloitte has constructed its own cost-analysis model for each telephone company’s charges (capitalization, etc.). The firm signed non-disclosure agreements with the telephone companies in order to have access to those companies’ costs. The final report, completed in August, 1994, felt that the cost structure used by the telephone companies was reasonable. This report is available from the North Carolina Office of the State Controller. A benefit analysis was also in Deloitte & Touche’s final report.
