Has the planning process adopted by the programme proved appropriate?
The activities included in ICP II are appropriate for the intercountry mechanism. It would have been difficult to implement them through individual WHO-country programmes since these activities involved more than one country and required coordination among them. Planned activities and products of ICP II are found interlinked, complementing each other and leading towards attaining the respective Expected Contributions. Absence of integrated and synchronized planning within the country budget due to less attention given to the operational issues of ICP II resulted in failure to ensure continuous monitoring and follow-up of ICP II activities. There was wide variation in the level of awareness and understanding of ICP II among the national officials and WHO staff.
