A. We have not seen a definition of this phrase. However, the INS has listed various categories of people who the INS concedes are present in a period of authorized stay and other categories who the INS says are not in a period of authorized stay. The June 17 Virtue Memo says the following classes of people are present in the United States pursuant to “a period of stay authorized by the Attorney General”. This means that people in these categories are not accruing time in unlawful presence.
