Yes, there is software for the blind and visually impaired that enables them to navigate a computer. The ones that I am familiar with are: Dragon Naturally Speaking software allows the user to use voice commands to execute Windows functions and types what is spoken. This allows a user to use the computer without having to manipulate the mouse. JAWS for Windows is a program that reads information from a computer display and speaks it to you through a speech synthesizer. ZoomText Magnifier is software that enlarges and enhances everything on the computer screen, making it easier for visually-impaired users to use the computer. There are also braille printers (prints in braille) and scanners that scan documents “read” them aloud to the user. There are others out there, but these seemed to cover the general area of the question.
