NO. Since the 1970s, the average net increase in housing units per year has been decreasing. Our population growth rate has averaged less than half of the population growth of L.A. County and one-fourth the growth of California. There was a net increase of 59 residential units completed in 2006, compared to 562 per year in the 70s, 235 in the 80s and 132 in the 90s. No new commercial or industrial developments were completed in 2006.
