Has Labour tried to reform the prerogative?
Gordon Brown has indicated that he intends to make constitutional reform one of the defining areas of his leadership if he succeeds Mr Blair. As well as modifying the House of Lords, the Chancellor is thought to approve of weakening the royal prerogative and letting MPs have the final say over the declaration of war. Some argue however that the parliamentary vote to commit the UK to the Iraq war in 2003 has already set a precedent that will be difficult for future prime ministers to ignore.
