Has IAF considered organizational memberships in addition to individual memberships?

I work internally, and it’s organizational policy to fund only organizational memberships, not individual memberships. We belong to several other professional organizations where institutional/organizational membership includes reduced conference fees for multiple attendees, and subscription to a journal.
