P. 63 P. 39 of the FOA states that populations with a disproportionate burden of tobacco use and who tend to experience disparities in access to and use of preventive and tobacco cessation services include: racial and ethnic minorities, low-income persons, the medically underserved, persons with disabilities, persons affected by mental illness, or persons affected by substance abuse.
