Camphor is toxic if ingested and in infants enough may be absorbed through the skin to cause distress as well. That is why there is baby vicks -however even the baby version contains essential oils that are not meant to be consumed. I wouldn’t place anything on the baby that can’t go in the baby’s mouth unless you can keep that area covered (like say under a diaper or bandage). However covering camphor containing creams can cause burns. This is just a bad idea all around. If you really wanted you could try mustard plaster on the feet, at least this is meant to be covered and while unpleasant if it gets in the eyes or mouth it isn’t toxic.
