I have not seen “propaganda”, only commercials with a F-22. I encourage anyone before forming “opinions” to research first. Not understanding your thoughts I can help in why development of this aircraft was necessary. In the civilian world corporations, businesses of all sizes forecast future needs in many ways, including, predicted advancements in technology, depreciation of current assets, projected costs to maintain current equipment versus upgrading. Military is no different, especially with aircraft. Last year the Navy “retired” the aging F-14 Tomcat due to excessive maintenance required, but thinking ahead, a “seamless” incorporation of the F-18 Hornet/F-18 Super Hornet. Air Force F-15 Eagle has been a “splendid” aircraft but aging as well, therefore, development of the F-22. The F-22 program actually began in the 1990’s and currently limited for full production stage and delivery.
