Depending on the type of network modem/router you use, you may have to configure port forwarding. Port forwarding is where access through certain ports on your router is blocked, meaning you have to manually open them. PlayStation Network uses TCP ports 80, 443, 5223 and UDP ports 3478, 3479, 3658 (voice chat), 4658. This may not be the problem though, given that you can sometimes get further into it. I had to configure port forwarding to get my voice chat working, but have never really had a problem with the PSN. The PlayStation Store sometimes doesn’t work, but that’s usually when there is a big new release on it (e.g. Ratchet and Clank demo).
