That’s my interpretation (without researching it). Unless one were in the business of winning in Reality TV shows (maybe the Heenes of balloon infamy would be such people) it shouldn’t be subject to SE tax. I would expect it to be reported in box 3 (Other income) and not box 7 (non-employee compensation) on Form 1099-MISC.
