Legal definition of a home school: Your proposed instructional arrangement must always meet the legal definition of a home school. See G.S. 115C-563(a) – North Carolina statutes define a home school by from whom the child receives his/her academic instruction — not by where the academic instruction is conducted. If all of the academic instruction will be conducted by a person outside of the household, the arrangement cannot legally qualify as a home school.
