Not sure who thought up this generality, but it seems to have no basis in fact. Frustration does not necessarily result in radical thinking in anyone, it simply causes emotional duress. Certain invention also does not occur from radical thinking. Radical thinking in no way indicates anyone is inventive at all, only that they go to extremes and do not follow the norm. Invention comes from creativity. Creativity is the ability to combine existing things in a new way to produce something which has not existed before. It takes an open and creative mind to be inventive, not a frustrated mind.
